Dear Colleague:
With the beginning of the 108th Congress, we invite you to join the
climate change caucus. We look forward to pursuing an educational
and policy agenda through this newly formed organization in order
to bring climate change issues to the attention of all Members of
Congress.
The United States is the largest producer of greenhouse gases, accounting
for nearly 1/4 of the world's total. On January 22, 2001, the Intergovernmental
Panel on Climate Change, a group of hundreds of scientists established
by the United Nations in 1988 to assess global warming, released a
new report which says that the Earth's average temperature could rise
by as much as 10.4 degrees over the next 100 years, the most rapid
change in 10 millennia. The report was approved unanimously at a U.N.
conference in Shanghai.
The climate change caucus will serve as a clearing house for information
and a forum to build support for appropriate and pro-active policy.
We believe that a deeper understanding of these issues will help members
to better shape national policy effecting climate change. The transition
to a climate-friendly energy policy is no longer limited to environment
and health concerns, it is now a critical investment in our own national
security and economic future.
