This is a municipal issue
Issues like the one you are concerned with fall under your local municipal government.  All Pennsylvanians live in either a township, a borough (town), or a city.  Townships, boroughs, and cities all have supervisors, commissioners, councilmen and/or mayors who are elected to serve you.  For help with this issue, you'll need to contact them.  Be sure not to make the common mistake of confusing your post office with your municipality!  Since not all municipalities have Web sites yet, the links that follow may not have the information you need.  If that's the case, call one of Congressman Pitts' offices and his staff will be happy to give you the phone number you need.
