Congressman Salazar's Funding Priorities for Homeland Security
As a new member of the Appropriations Committee, I have new oversight responsibilities for the spending of federal dollars, as well as an increased role in the prioritization of federal spending.
For too long, the process of Congressional funding requests lacked transparency and accountability, leading some members of Congress to abuse it and the public trust. Since assuming the majority in 2007, Congressional Democrats have significantly reformed the process, including ensuring that every American can easily determine which member of Congress has submitted a requests.
Below you will find a list of my funding requests for the Homeland Security Appropriations bill.
National Domestic Preparedness Consortium (NDPC) membership

Explanation: The NDPC's duties are to identify, develop, test, and deliver training to State, local, and tribal emergency response providers, provide on-site and mobile training at the performance, management and planning levels, and facilitate the delivery of training by the training partners of the Department. TTCI participation in the NDPC began last year with $5 million in FY 2009 appropriated funds (Public Law 110-53. H.R. 1 (9/11 Act Section 1204 (b)(6) made TTCI a member of the NDPC; Public Law 110-53. H.R. 1 (9/11 Act Section 1204 (d) (2) (c) authorized $24,000,000 FY10 for TTCI).
Alamosa Emergency Operations Center

Explanation: The City of Alamosa is requesting funding assistance to improve its emergency operations center capabilities. The improved emergency operations center would be an asset to the entire San Luis Valley. Through mutual aid agreements with neighboring departments, the operations center would be available to assist other communities in the Valley in the event of a large fire, disaster or any other life and property threatening emergencies.
