Congressman Salazar's Funding Priorities for State, Foreign Operations, and Related Programs
As a new member of the Appropriations Committee, I have new oversight responsibilities for the spending of federal dollars, as well as an increased role in the prioritization of federal spending.
For too long, the process of Congressional funding requests lacked transparency and accountability, leading some members of Congress to abuse it and the public trust. Since assuming the majority in 2007, Congressional Democrats have significantly reformed the process, including ensuring that every American can easily determine which member of Congress has submitted a requests.

Explanation: PROJECT C.U.R.E. provides customized, quality, donated medical supplies and equipment from hundreds of hospitals and medical wholesalers throughout Colorado and the United States and delivers the items and supplemental medical services to hundreds of needy health care facilities in 126 developing nations. The funds from this appropriation will empower PROJECT C.U.R.E. to increase its export of supplies, equipment, and medical services by 100%; positively impact over eight million lives in developing nations in Africa, Latin America, and Asia; and both increase the stability and the United States' stature within developing nations. The appropriation is a valuable use of taxpayer funds because PROJECT C.U.R.E. will leverage the $4.9M 20 fold and process approximately $40M worth of medical supplies, equipment, and medical services. PROJECT C.U.R.E. also runs on 2% administrative overhead, one of the lowest percentages in the industry.

Explanation: Mercy & Sharing is a non-profit, charitable organization focusing on Haitian children. Their work includes a Nutrition Program, 2 schools (in Cazeau and Cite Soleil), 2 orphanages, the Abandoned Baby Unit at the Haiti University Hospital and a free medical clinic and hospital. Mercy & Sharing will use the funds to provide residents of Cite Soleil with medical care (3,200 new beneficiaries), expand the Feeding program to the Arcahaie region of Haiti (500 new beneficiaries), expand school grades at our facilities from K- 6 to K-12 (estimated 600 new beneficiaries), implement a mobile clinic program (estimated 700 new beneficiaries), and expand the capacity of our orphanages and the Abandoned Baby Unit (estimated 170 new beneficiaries). Appropriately targeted and delivered foreign aid can help stabilize Haiti and benefit the US by staunching illegal immigration and crime.
