language preventing the Treasury secretary from striking a congressional
gold medal for presentation posthumously on behalf of any individual
except during the 20-year period beginning five years after
the death of the individual unless the authorization for striking
the medal was enacted before the individual's death. Motion

(13) HR 54: Congressional Gold Medals - Passage
January 26, 2005 - Passage of the bill that would limit the
number of congressional gold medals that may be struck by the
Treasury Department in any calendar year to two, effective as
of the date of enactment of the bill. The measure would stipulate
that the medals could be awarded only to individuals, and would
prohibit medals from being presented posthumously unless the
recipient had been deceased for five years and then only for
20 years after that milestone. Passed 231-173

would express its continuing support for the efforts of Ukraine
to establish a full democracy, rule of law and respect for human
