Appropriations Requests

Brief Overview

Many constituents are interested in federal appropriations requests and how they work. The responsible application of congressionally-directed funding (federal resources designated for local projects of high public purpose) can have widespread benefits for our communities, our state, and our nation.

In Congress, I have supported efforts to bring greater transparency, accountability, and openness to the appropriations process.

Continuing on those reforms, in compliance with House Appropriations Committee rules for the 111th Congress, I have provided below a list in alphabetical order of appropriations requests my office has received from Arkansas’s Second Congressional District for fiscal year 2010.

It is important to note that very few of these projects will ultimately be funded. The final judgment on which projects will receive funding will be made as Congress proceeds with action on fiscal year 2010 appropriations.

Additionally, I have attached a report from the Congressional Research Service (CRS), the branch of the Library of Congress that does research for Congress, for general information on the appropriations process. I am hopeful that Arkansans will find this information useful.

FY 2010 Appropriations

Arkansas Baptist College

Arkansas Baptist College, 1621 Dr. Martin Luther King Drive, Little Rock, AR 72202

  • Old Main Restoration - $3,250,000 - According to the requestor, the requested funding will be used for the complete restoration of the oldest Historically Black Baptist College building west of the Mississippi River. The building will be used for educational, recreational and informational purposes.
  • Men's Residential Hall - $5 million - According to the requestor, the requested funding would be used to increase our on-campus lodging to over 350 beds which will permit us to continue recruitment efforts in underserved populations throughout the state.
  • Scholars College - $2.8 million - According to the requestor, the requested funding would allow for construction for the Scholars College which will be the hub for intensive student remediation to equip students for scholastic success with a determined focus on first-generation college attendees. 
  • Arkansas Baptist College Area Revitalization Initiative - $1.036 million - According to the requestor, the requested funds would support the college's revitalization and community development efforts to benefit low- and moderate-income persons, aid in the prevention and elimination of area blight, acquire real property to repurpose as low-income or rental housing, rehabilitate residential and nonresidential properties, provide neighborhood centers for community activity, increase educational opportunities for underserved student populations, and develop for-profit businesses to support the economic revitalization of the area while training students in workforce skills.
  • Campus Safety and Beautification - $2 million - According to the requestor, the requested funds would be used to improve neighborhood safety, establish campus boundaries within the community, and improve community outdoor and walking spaces.

Arkansas Children's Hospital Research

Arkansas Children's Hospital Research Institute, 1120 Marshall Street, Little Rock, AR 72202

  • Arkansas Children's Nutrition Center (also Sorghum Research, and Diet and Immune Function) - $1,000,000 in addition to base funding - According to the requestor, ACNC, a USDA HNRC in Little Rock, AR, is a unique institution that addresses nutrition- and diet-related health issues during development and prevention of chronic diseases that start very early in life. There are long-term studies ongoing and a team of doctors, nurses, nutritionists, technicians, and administrative staff currently working to conduct research in pregnant women and children. ACNC research concentrates on what nutrients and dietary factors are needed to optimize infant and child development and what infants should be fed to reduce childhood diseases and diseases they will experience later as adults. Childhood obesity is a major problem and prevention will reduce adult obesity and all the other medical problems associated with it. Many of the chronic adult killer diseases start in very early development and are heavily influenced by diet. Thus, reducing the risk of or preventing these diseases can be accomplished by understanding the science underlying the mechanisms of the nutrition/diet-related basis of these developmentally-linked health issues. In addition, what pregnant women and infants eat can influence brain development, cognitive function, and learning abilities later. The influence of diet on brain development and function are almost completely unstudied.
  • Delta Obesity Prevention Research (Delta Nutrition Initiative) - continuation of FY 09 activities - The Lower Mississippi Delta (LMD) area of Arkansas, Louisiana, and Mississippi is characterized by high rates of poverty, low education attainment, and food insecurity. There is a high prevalence of obesity, hypertension, diabetes, anemia, and heart disease, all of which are influenced by nutrition. The Delta Obesity Prevention Research Unitis attempting to resolve these problems through the efforts of the ARS and partner institutions

Arkansas Economic Acceleration Foundation

Arkansas Economic Acceleration Foundation, 200 S. Commerce, Suite 400, Little Rock, AR 72201

  • Entrepreneurship Centers - $690,000 -According to the requestor, the requested funding would allow the Arkansas Economic Acceleration Foundation (AEAF) to expand and enhance its entrepreneurial education efforts. AEAF wants to work with other Arkansas stakeholders to develop a coordinated program that encompasses first grade through graduate school as well as two-year colleges
  • Arkansas Virtual Enterprise Center - $710,000 - According to the requestor, the requested funding would be used for the Virtual Enterprise Center - an online web-based support service and resource center for entrepreneurs/small business owners of all types and within any stage of business development.

Arkansas Foodbank Network

Arkansas Foodbank Network, 8121 Distribution Drive, Building A., Little Rock, AR 72209

  • Arkansas Foodbank Facility - $1.5 million - According to the requestor, the requested funding would include construction of a new facility, equipment and technology both for the facility and for the network of member organizations. This facility will increase distribution of food and grocery products to hungry Arkansans from a current 11 million pounds annually to an expected 17 million in 2011

Arkansas Highway Department

Arkansas Highway Department, P.O. Box 2261, Little Rock, AR 72203

  • I 430-630 continued development and construction of interchange modifications Little Rock, AR - $20 million - According to the requestor, the requested funding would be used to continue development and construction of interchange modifications at Interstate 430, Interstate 630 and Shackleford Road in Little Rock in Pulaski County
  • I-40 development and construction of a new interchange in south Conway in Faulkner County, AR - $20 million - According to the requestor, the requested funding would be used for development and construction of a new interchange in south Conway on Interstate 40 in Faulkner County.

Arkansas Museum of Discovery in Little Rock

500 President Clinton Avenue, Suite 150, Little Rock AR 72201

  • Arkansas Museum of Discovery - $3,500,000 - According to the requestor, the Arkansas Discovery Network is uniquely positioned to encourage students to attend college and to achieve an academic degree in science, technology, engineering or math. The requested funding would be used to construct seven 1500 square-foot exhibits, each one focusing on one science or engineering career.

Arkansas State University-Beebe

Arkansas State University-Beebe, Searcy Campus, P.O. Box 909, Searcy, AR 72143

  • Gas and Oil Training Program - $379,000 - According to the requestor, the requested funds would be used for floor-hand training and well-servicing program, which have specific curriculums built around the intense work being done on gas production sites. This program will provide occupational training skills and on-the-job experience with a simulator as well as essential classroom training

Arkansas State University-Beebe, 1000 Iowa Street, Beebe, AR 72012

  • Emergency Management Systems - $452,000 - According to the requestor, the requested funds would be used for funding for emergency management, specifically for a surveillance system and a voice over IP (VoIP) emergency notification system. The VoIP emergency notification system will allow an emergency notification message to be sent and delivered to all IP phones approximately two minutes from the time the notification is issued.

Arkansas Statewide Bus and Bus Facilities

State of Arkansas, Arkansas State Highway and Transportation Department (AHTD), Little Rock, AR 72203

  • Arkansas Statewide Bus and Bus Facilities - $20,752,000 - According to the requestor, the requested funding would be for buses and bus facilities for Arkansas's urban and rural transit systems, and to supplement the procurement of ADA vans and small buses for Arkansas' 250 community human service organizations serving the elderly and persons with disabilities.

Associated Colleges of the South

The Associated Colleges of the South 1975 Century Boulevard, Suite 10, Atlanta, GA 30345

  • Alliance for Critical Languages and Cultures - $6 million - According to the requestor, the requested funds would be used to create an alliance focused specifically on the teaching of critical languages and cultures related to China and the Middle East – Chinese and Arabic – as well as other less commonly taught languages such as Farsi, Persian, Turkish and Urdu. The alliance will serve as the intellectual and physical location to accomplish these objectives. Hendrix College in Conway, Arkansas is a member institution.

Camp Robinson

Camp Robinson, North Little Rock, AR 72199

  • Combined Support Maintenance Shop – $30,169,000 - This facility is required to maintain equipment and issue/turn-in for peacetime training and ensure the equipment is prepared for mobilization.

Central Arkansas Transit Authority

Central Arkansas Transit Authority, 901 Maple Street, North Little Rock , AR 72114 

  • GPS System – $600,000 – According to the requestor, the requested funds would be for the purchase of a Global Positioning System (GPS) for its bus and rail stops in order to better serve customers using public transportation.
  • CATA Administration Building Expansion – $2 million – According to the requestor, the requested funds would be used to expand to expand the current administrative facility in North Little Rock to include an expanded area for paratransit activities, training facilities for drivers and general improvements to the facility which is over 18 years old. 
  • Planning Study for Pulaski County transportation –$1 million – According to the requestor, the requested funds would be used to conduct a planning study of bus, trolleys and future light rail and connection to high speed rail in Pulaski County to determine needs, cost and potential of linking all transportation services in the county.

Central Arkansas Water

  • Maumelle Water Excellence (MWE) project - $3,580,000 – According to the requestor, the requested funding would be used for the acquisition of 397 acres by Central Arkansas Water. Central Arkansas Water will be the recipient of grant funding through the Arkansas Forestry Commission.

City of Beebe

City of Beebe, 321 North Elm Street, Beebe, AR 72012

  • Frontage road along the southeast side and adjacent to Highway 67/167 between Highway 64 and Highway 31 – $1,258,000 – According to the requestor, the requested funding would be used for right-of-way and acquisition fees.

City of Cammack Village

City of Cammack Village, 2710 North McKinley, Cammack Village, AR 72207

  • Cammack Village Municipal Complex Center – $6,000,000 – According to the requestor, the requested finding would be used for land acquisition, planning, and construction.

City of Clinton

City of Clinton, 628 Main Street, Clinton, AR 72031

  • City of Clinton City Complex Building – $1,501,858 – According to the requestor, the requested funding would be used for construction to provide the city with a facility that will be more cost efficient, meet state and national standards, and protect records that are of vital importance. In addition, the increased efficiency will allow the city much more time to be used for economic recruitment.

City of Little Rock

Little Rock City Government, Little Rock City Hall , 500 West Markham, Little Rock, AR 72201

  • Arkansas River Trail - $20 million - According to the requestor, the requested funding would be used for construction, which would provide for trails, lighting, seating and other supporting amenities. 
  • Land bank Program - $500,000 According to the requestor, the requested funds would be used to acquire properties that are a detriment to the neighborhoods where they are located and, in turn, place the properties back into productive tax paying use. The goal of the program would be to dispose of properties that have been banked to non-profit and for profit developers to build safe, affordable and decent housing.
  • Relocation of Cedar Street and the development of a 4-lane Boulevard - $3.8 million - According to the requestor, the requested funds would be used for the relocation of the street and the creating of a 4-lane Boulevard. This project is in partnership with the University of Arkansas for Medical Sciences (UAMS). All property involved is under the ownership of the City of Little Rock or the University of Arkansas for Medical Sciences and both parties are committed to the project.
  • Swaggerty Branch drainage system improvements - $7 million - According to the requestor, the requested funds would be used for improvements that would include construction of concrete box channels and open channel parkland to replace undersized open channels and failing steel culverts.
  • Little Rock Zoo construct and renovate facilities - $3,423,373 - According to the requestor, the requested funding would be used for “shovel ready” improvements to the grounds, exhibits and existing buildings to include energy efficiency enhancements, back-up power systems and accessible facilities.
  • War Memorial Park Improvements construction (playground/pavilion/other amenities) - $3,500,000 - According to the requestor, the requested funding would be used for construction, which would provide for a universally accessible playground, spray fountain, stream restoration, pond improvements, pavilions, trails, parking, lighting and other supporting amenities.
  • Rosedale Park Improvements - $3.5 million - According to the requestor, the requested funding would be used for construction. The master plan calls for five new ball fields to allow for baseball programs from five to eighteen years of age. It also calls for an indoor basketball complex of four courts which will provide year round use for regular and tournament play. Other planned improvements are indoor swimming pool, water spray pad and community center. The overarching merit of this project is its ability to focus the entire community and its families to a life style center. It is also addressing a service level that is non-existent in this area of Little Rock. 

City of Maumelle

City of Maumelle, 550 Edgewood Drive, Suite 590, Maumelle, AR 72113

  • Maumelle I-40 Interchange Project - $15 million - According to the requestor, the requested funding would be used for construction

City of Morrilton 

Conway County Economic Development Corporation, 120 North Division Street Morrilton, AR 72110

  •  Renovation of the old Morrilton Post Office - $585,000 - According to the requestor, the requested funding would be used for demolition and construction related to renovation and handicap accessibility of the Historic Post Office building that was built in 1936 and is listed in the Arkansas Historic Register.

City of North Little Rock

City of North Little Rock, 300 Main Street, North Little Rock , AR 72114

  • Redwood Tunnel Drainage Repair - $1.9 million - According to the requestor, the requested funding would be used for construction. The Redwood Tunnel is approximately 100 years old and was constructed of concrete and reinforcing steel. It drains over 1000 acres of watershed into the Arkansas River. The operation of this structure is critical to avoid flooding. A recent inspection has indicated deterioration of the inside of the tunnel and the need to re-stabilize the structure walls and wall strength. A report that accompanied the recent inspections have determined that a spiral tunnel lines would restore the needed strength to the tunnel walls and protects the tunnel walls from deterioration for another 50 years.
  • USS Hoga - $600,000 - According to the requestor, the requested funding would be used to conduct major hull repair to USS Hoga, which has not received regular maintenance in nearly 20 years while in storage at the U.S. Navy's Inactive Fleet Facility in Suisan Bay, CA (San Francisco Bay). Hoga's outer hull is in specific need of extensive repair to prevent potentially catastrophic flooding. This repair work will be done in the San Francisco, CA area prior to Hoga's transport to North Little Rock. Additional work will be done upon Hoga's arrival in North Little Rock.
  • McCain Fairfax Rail Grade Separation - $10 million - According to the requestor the requested funding would be used for the construction of a 4-lane overpass on East McCain Boulevard (Fairfax Avenue) over the main lanes of the Union Pacific Railroad.
  • North Little Rock Municipal Airport Safety and Navigation System Improvements - $2.53 million - According to the requestor, the requested funding would be used for ILS (Instrument Landing System), MALRS (Medium Intensity Approach Lighting System), and AWOS (Automated Weather Observation System).
  • North Little Rock Arkansas 911 Center - $2.6 million - According to the requestor, the requested funds would be used for a 9-1-1 comprehensive system for emergency telephone requests and coordination for emergency management during disaster. *Note: In the Senate version of the Homeland Appropriations Committee report this project is referred to as the "Emergency Operations Center."

City of Oppelo

City of Oppelo, # 8 Municipal Drive, Oppelo, AR 72110 

  • OppeloWater/Wastewater - $706,750 - According to the requestor, the requested funding would be used for the extension of the waste /water facility to the outlying areas of Oppelo. The request is for one time construction of the sewer.

City of Perryville

City of Perryville, 113 N. Fourche Avenue, Perryville, AR 72126

  • Replacement of water pipes - $1.5 million - According to the requestor, the requested funding would be used for engineering and construction. The pipes are so coated with manganese that the 2-inch diameter is smaller than ¼-inch.

Faulkner County Waterworks and Sewer Public Facilities Board

  • Lake Conway Sewer - $1,189,804 - According to the requestor, the requested funding would be used for engineering, surveying and construction.

Higgins, Sweet Home, Red Oak Sewer Facilities Board

Higgins, Sweet Home, Red Oak Sewer Facilities Board, 11628 Hwy 365 South, Little Rock, AR 72206

  • Higgins, Sweet Home, Red Oak Sewer Facilities Board sanitary sewer project Phase II - $700,000 - According to the requestor, the requested funding would be used for improvements which would include gravity sewer collection and pump stations and force mains that transport wastewater in a southerly direction to an additional 551 customers in the Sweet Home, Dixon Road area, 2 schools and the Pulaski School District administration office.

Lions World Services for the Blind

Lions World Services for the Blind, 2811 Fair Park Boulevard, Little Rock, AR 72204

  • $650,000 - Professional architectural design and engineering services -According to the requestor, Lions World Services for the Blind (LWSB) is the world's most comprehensive non-profit residential rehabilitation program for people who are blind or visually impaired. LWSB has built a new life for thousands of people by providing personal adjustment training, counseling, prevocational evaluation, vocational training and job placement services. Construction of the new campus will be a component of the city's downtown revitalization. LWSB has served clients from all 50 states and 58 foreign countries.

Little Red River Irrigation District

Little Red River Regional Irrigation Water District, 455 Hwy 36 East, Searcy, AR 72143

  • Little Red River Irrigation Project - $385,000 - According to the requestor, the requested funds would be used for completing the plan for the project as authorized in Section 5008 of the Water Resources Development Act of 2007 and Pre Engineering & Design. The project will increase wildlife habitat and promote wetland reclamation while providing a reliable and economical source of surface water for irrigation of local farmland.

Little Rock Air Force Base

830 Leadership Drive, Little Rock AFB, AR 72099

  • Construct Battlefield Weather Complex - $2 million - The base requires a properly sized and configured weather shop space that meets the fire, safety, and health standards in support of the 154th Weather Flight's training mission. The 154 WF provides combat weather support to 2 Army Separate Infantry Brigades (39th SIB AR, and 256th SIB of LA) and the 77th Aviation Brigade of Camp Robinson (UH-60 Helicopters). The functional areas include unit commander's office, commander's conference room, support staff offices, media center, technical orders library, individual battle gear and equipment storage, break room, bathroom and locker space
  • Security Forces Operation Facility - $10 million - Construct a modern, energy efficient, functionally adequate, consolidated Security Forces Squadron (SFS) Operations Facility to house central command, control, and support for 24-hour air base defense, security and law enforcement operations of the 19 SFS.

Little Rock Port Authority

Little Rock Port Authority, 7500 Lindsey Road Little Rock , AR 72206

  • Maintenance dredging and construction of appurtenant facilities for the Little Rock Slackwater Harbor, Arkansas - $7.6 million - According to the requestor, the requested funds would compliment the goal of Homeland Security by providing a safe, mid-America environment for shipping while complimenting other Federal investments, including the 12-foot channel project by providing completion of a major economic development engine.

Metroplan

Metroplan, Council of Local Governments, 501 West Markham, Little Rock, AR 72201

  • Rail Grade Separations - $3 million - According to the requestor, the requested funding would be used to conduct preliminary engineering for rail grade separations on SH 89 in Mayflower, Arkansas and McCain /Fairfax in North Little Rock, Arkansas. These two grade separations are part of a dozen rail grade separations identified as priority in METRO 2025 the long-range transportation plan for the region. Because of the proximity of the railroad to I-40, the project at Mayflower will involve realigning the Mayflower interchange and SH 89. The project in North Little Rock will span the double tracked UP main lines on East McCain.

North Pulaski Waterworks

North Pulaski Waterworks for Saltillo Heights/Wilson Hills Water Project
1010 S. Redmond Road, Jacksonville, AR 72076

  • North Pulaski Waterworks for Saltillo Heights/Wilson Hills Water Project According to the requestor - $935,000 - According to the requestor the requested funds would be used to provide a reliable domestic water source to residences in the Saltillo Heights/Wilson Hill area of Faulkner County, Arkansas. This project consists of constructing water lines, a water storage tank, and a pump station to serve the area. 

Nychorama

Nychorama, 11601 Pleasant Ridge Road, Suite 301, Little Rock, AR 72212

  • ETIS (Enhanced Electronic Threat Imaging System) - $5 million - According to the requestor, the requested funding would be used for development of system that detects various sniper, other weapons fire and other Soldier threats and directs accurate “Slew to Cue” aiming information to individual Soldiers within 66 thousandths of a second on their upgraded rifle scope. The development project will result in approximately 150 high technology jobs to the State of Arkansas upon full production capacity and greatly increase the safety and capability of soldiers under enemy threats.

Pegasus Research Foundation

Pegasus Research Foundation, 44 Avignon Court, Suite 100, Little Rock AR 72223

  • Nationwide Pegasus Program - $12 million - According to the requestor, the requested funding would be used for continuation and expansion of the Nationwide Pegasus Program to enable law enforcement agencies to regionally and nationally share law enforcement information to solve crimes, with first emphasis on rural and non-urban law enforcement, and to enhance information technology capacity of critical hometown support and security forces.

Perry County, Arkansas

Perry County Arkansas, P.O. Box 358, Perryville, AR, 72126

  • Perry County, Arkansas construction of a new jail facility - $384,000 - According to the requestor, the requested funding would be used for construction of a new jail facility.

Philander Smith College

Philander Smith College, #1 Trudie Kibbe Reed Drive, Little Rock , AR 72202

  • Technology Security Upgrade - $972,500 - According to the requestor, the requested funding would upgrade the campus technological/security infrastructure. From an educational and communication standpoint, updated technological equipment and support are needed for the college to meet the needs of the student and operate as an efficient organization.

Pulaski County

Pulaski County Public Works; 3200 Brown Street, Little Rock , AR 72204

  • Big Dam Bridge West Ramp Project - $3 million - According to the requestor, the requested funding would be used to build a southwest access ramp from the Little Rock end of the Big Dam Bridge that will add to the accessibility and uniqueness of this bridge. This ramp will eliminate a congested and potential dangers where riders departing the bridge eastward, desire to go west on the existing trail upstream on the Arkansas River trail.
  • Ferndale/Kanis Bridge Improvement Project - $6 million - According to the requestor, the requested funding would be used to construct approximately 5,000 feet of roadway and two bridges in West Pulaski County. The new roadway alignment will allow the existing bridges to remain in place for traffic (average daily traffic count of 2,000 vehicles a day) while construction is underway. The two existing bridges will then be utilized as pedestrian/ bicycle bridges and for other recreational purposes.

Pulaski County Youth Services

Pulaski County Youth Services, 201 South Broadway, Suite 220, Little Rock, AR 72201 

  • Pulaski County YIELD and Our Club Initiative - $540,930 - According to the requestor, the requested funds would be used for continuance of the Pulaski County Youth Services' Youth Initiative to Encourage Learning and Development (Y.I.E.L.D) educational programs and expansion of the Our Club after-school program. The Y.I.E.L.D educational program is an umbrella concept that encompasses the ACT Preparation Program, the Public Service Internship program, the Pulaski County Youth Leadership Institute, and Youthonomics: Investing in Your Future. The programs under the Y.I.E.L.D umbrella work together to positively prepare youth for life after high school through career development (Public Service Internship) and college preparation (ACT Prep).

Pulaski Technical College

Pulaski Technical College, 3000 West Scenic Drive, North Little Rock , AR 72118

  • $680,000 for Library Expansion at Pulaski Technical College Little Rock-South campus to provide for books, databases, technology, salary and professional development for librarians - According to the requestor, the requested funding will result in improved services to students enrolled at the Pulaski Technical College Little Rock-South. The library will ensure that students are prepared to complete research assignments, use technology resources and be able to improve reading, writing, comprehension and speaking skills.
  • $1 million for the Transportation Technology Center for technology, furnishings, salary, equipment and supplies - According to the requestor, requested funding will allow the college to meet the needs of local transportation business and industry.

UALR

UALR, 2801 South University Avenue, Little Rock, AR 72204

  • Advanced Functional Nanomaterials for Army Medical (Defense) - $2.5 million -According to the requestor, the requested funds would conduct collaborative research on nanostructured materials for 3D tissue scaffolds, medical imaging, and cellular targeting. Targeted delivery of drugs and other medical therapies can radically improve recovery and survival rates from battlefield injury and diseases such as cancer. Army medical applications for targeted delivery include tissue regeneration, treatment for drug resistant infections, wound preservation, and cancer imaging and treatment.
  • Information Quality with the Air Force Research Lab - $2 million - According to the requestor, the requested funds would be used to conduct applied research to address pressing Air Force data quality challenges associated with the persistent surveillance data sets including homogenizing, standardizing and integrating data; setting rules for data governance to automatically manage and resolve data problems; and evaluating and resolving data set erosion associated with the dynamic persistent surveillance mission environment. Applications centric information quality research on data sets for persistent surveillance can accelerate integration of these data systems into Air Force operations. Automated tools and methods for data quality assurance are critical components of a workable persistent surveillance mission system.
  • Nursing Education - $500,000 - According to the requestor, the requested funds would be used to expand clinical learning opportunities to better meet the nation's need for trained nursing professionals.
  • Nanostructured Solar Cells - $1.5 million - According to the requestor, the requested funding would be used to build on work previously funded through DOE to explore the potential of new approaches to improve the efficiency of solar energy devices.
  • Small Business Innovation Project - $750,000 - According to the requestor, the requested funding would be used to assist companies and university researchers to commercialize technologies and grow businesses that spin out from university research.
  • AR Center for Sustainable Water - $500,000 - According to the requestor, the requested funding would be used to establish the Arkansas Center for Sustainable Water Research to improve Arkansas' capabilities (physical, human, and cyber infrastructure) to address current and future water sustainability issues in light of anticipated climate and land-use changes.
  • Juvenile Justice project - $500,000 - According to the requestor, the requested funds would be used to provide early intervention training to juvenile related systems personnel who will be absorbing more responsibility for child maltreatment cases as a result of budget cuts in local social service programs.
  • University District Community Development Corporation Innovation Center - $1 million - According to the requestor, the requested funds would be used by the University District Development Corporation (a 501c3 organization) to renovate and equip existing commercial space in the University District and provide initial operational funding for a business incubator targeted toward high-tech entrepreneurship. UALR pledges the support of academic and administrative offices to aid the CDC, the city and other partners in growing young technology and science firms in Little Rock. The Innovation Center which will serve as a business incubator for technology-based enterprise and promises to be a cornerstone of redevelopment and rejuvenation in the University District and will help anchor efforts to transform the university's research into new, high-tech business development.

UAMS

University of Arkansas for Medical Sciences (UAMS), 4301 W. Markham, Little Rock, AR 72205

  • UAMS Antenatal and Neonatal Guidelines, Education and Learning System (ANGELS) - $1,608,673 - According to the requestor, the requested funding would be used for equipment to assist the neonatal unit with the more than 1,000 admissions they have each year with survival rates among the best in the nation.
  • UAMS Police Department - $250,000 - According to the requestor, the requested funding would be used to upgrade their security system through in-car digital video camera systems and mobile computer technology.
  • UAMS Combined Injury - $5 million - According to the requestor, the requested funding would be used to establish a multi-state consortium for development of medical countermeasures against radiation combined injury (RCI).

University of Arkansas Criminal Justice Institute

Criminal Justice Institute, 7723 Colonel Glenn Road, Little Rock, AR 72204

  • Cyber Crimes Investigation Training Initiative - $361,586 - According to the requestor, the requested funds would be used to create better-educated law enforcement investigators who are fully equipped to deal with all phases of a cyber crime investigation.
  • Arkansas Methamphetamine Education and Training Project - $575,000 - According to the requestor, the requested funding would be used to continue to provide methamphetamine-focused courses for the Arkansas law enforcement community that will emphasize officer awareness and safety, effective management and investigation of methamphetamine-related cases, and identification and rescue of Arkansas' drug endangered children (DEC).
  • Education and Training for Rural Law Enforcement Executives (REMI Project) - $1,000,000 - According to the requestor, the requested funding would be used to continue providing education and training to rural law enforcement chief executive nationwide.
  • Arkansas School Resource Officer Program - $600,000 - According to the requestor, the requested funding will be used to continue the development of a model School Resource Officer (SRO) Program for Arkansas.

University of Central Arkansas

UCA, 201 Donaghey Avenue, Conway, AR 72035

  • Faculty development in research and classroom instruction technology - $4,391,000 - According to the requestor, the requested funding would allow the university to continue to operate key systems for research, development and instruction at an optimum level.
  • Establishment of an alcohol and drug rehabilitation and counseling facility, and the development of an addiction studies track to be incorporated into the existing PhD program in Psychology - $5,380,500 - According to the requestor, UCA has a unique combination of degree programs that makes location of the rehabilitation and counseling facility in close proximity to the campus the perfect solution to address the economic, societal, and health challenges of addictive behaviors. UCA offers the only BS degree program in addiction studies in Arkansas, and has one of the few PhD programs in psychology in the region that specializes in family counseling. This is important because addiction problems affect all members of the family. 
  • Learning Success Center - $399,030 - According to the requestor, the requested funding would be used to provide P-12 schools with technical support to improve student academic success.

Yell County

Yell County Mounted Patrol, P.O. Box 577, Dardanelle, AR 72834

  • Yell County Mounted Patrol, Dardanelle, Arkansas - $150,000 - According to the requestor the requested funding would be used to replace a 24 year old rescue truck that is used to extricate trapped victims of motor vehicle accidents. The Yell County Mounted Patrol, an organized body of certified law enforcement officers that serve under the Sheriff of Yell County, is the primary Search and Rescue agency for Yell County.
