Environment
We have a responsibility to protect the environment for future generations. I am opposed to weakening sensible safeguards and enforcement efforts that ensure clean air and safe drinking water. I oppose opening pristine public lands and national parks to oil and gas exploration and harmful logging that devastates our forests.
I oppose efforts to roll back the Clean Air and Clean Water Act. I support efforts to expand protected wilderness areas, combat global warming, restore creeks and wetlands in the San Francisco Bay estuary, and clean up toxic waste in our communities. I am continuing my efforts to ban oil drilling off the California Coast and in the Artic National Wildlife Refuge.
Issue In Focus: Global Warning
On August 31st California's legislators passed AB 32, a historical bill that places caps on the state's greenhouse gas emissions. Governor Schwarzeneger supports the bill and will sign it into law.
Congressman Stark strongly supported the legislation and sent a letter to Speaker Nunez urging passage of the bill. Stark said: "As the worlds 12th largest greenhouse gas polluter, it was vital that California assume a leading role in combating global warming. Now, the Congress must follow California's example and pass comprehensive national legislation that caps and begins to reduce greenhouse emissions."
Stark is a co-sponsor of 3 bills that will help to address global warming. HR 5642, the Safe Climate Act, is similar to the California measure in that it caps greenhouse gas emissions and provides for a gradual reduction. HR 2828, the New Apollo Energy Act, provides for investment in green and renewable sources of energy. HR 3762 mandates an increase of 8 miles per gallon in the fuel efficiency standard by 2016.

Mr. Speaker, I rise today in opposition to the Interior Appropriations bill.
