Rep. Susan Davis Votes Against Bill to Shut Down National Labor Relations Board

WASHINGTON – Congresswoman Susan Davis (CA-53) voted against legislation, passed by the House, to make it next to impossible for the National Labor Relations Board (NLRB) to conduct business and enforce its decisions, essentially shutting it down.

“Our nation created a large and strong middle class in part because of labor protections, many of which came about from collective bargaining,” said Davis, a senior member of the House Education and the Workforce Committee. “The NLRB enforces labor law and acts as a referee between employers and employees.  This bill is simply a partisan attack on the NLRB and the President’s ability to appoint members to the Board. Instead of partisan attacks on unions and collective bargaining we should focus on working together across the aisle to create a Board that works on behalf of the interests of employers and employees.”

The NLRB is currently without a quorum because President Obama’s nominees are being blocked by members of the minority party in the Senate.  This bill would prevent the Board from conducting business or enforcing its decision until the Senate confirms the appointees, the Supreme Court renders a decision on the President’s recess appointments, or the first session of the 113th Congress expires.  

The legislation now moves to the Senate, which is not likely to take it up for consideration.
