Todd has used his position on the powerful House Appropriations
Committee to help direct federal dollars back to south-central Kansas for
water projects otherwise funded by local tax dollars. Having access to clean,
affordable sources of water are essential not only for families, but also
for commercial industry and agriculture uses. Flood prevention is also an
important aspect of making sure our communities are safe places to live
and conduct business.

Todd has worked to secure more than $50 million in federal
funding for projects in south-central Kansas that support clean water, wastewater
treatment facility upgrades, local flood control and habitat restoration.
Here are a few highlighted projects for which Todd has secured federal funding:
- The Arkansas City flood control levee
- Winfield flood control levee
- The Sand Creek Bank ecosystem restoration project
- Water conservation research dollars for more efficient irrigation
- Equus Beds Aquifer recharge project demonstration
- City of Augusta flood control levee
- Wichita Cowskin Creek Basin funding for flood control
- City of Wichita for Arkansas River pollution study
- City of Newton for wastewater infrastructure improvements
- City of Wichita for wastewater infrastructure improvements
- Floodwater retarding dams in Butler County
- Funding for upgrades and renovation of the public use are at Fall River
Lake in Greenwood County
- Support for the Lower Elk River Watershed in Elk County
- City of Rose Hill for mechanical wastewater treatment facility
