Since the early 1990s, and culminating in the attacks of September 11, 2001, al Qaeda and related terrorist groups have worked to destroy the American nation and the way of life of its citizens. Fortunately, due to the strong efforts of our military, intelligence community, and the law enforcement community, amongst others, our nation has not experienced a terrorist attack since September 11th. Through his position on the House Appropriations Subcommittee on Defense and the House Permanent Select Committee on Intelligence, Todd is committed to a strong and effective national defense.

Rebuilding America's Military
Todd has consistently supported efforts to strengthen America's military by providing adequate funding to assure readiness, modernization and a better quality of life for our servicemen and women.

These efforts include Todd's support the National Defense Authorization Act and the Defense Appropriations Act. These bills build on recent efforts to restore a military that had been significantly weakened during the Clinton Administration. The legislation funds programs to combat terrorism and fulfills America's commitment to providing its military personnel good pay, strong benefits, solid healthcare, and first-class housing. They also provide funding to modernize America's military with new technologies and advanced capabilities. I am proud that our nation now has the first phase of a ballistic missile defense system, and that this year's Defense Appropriations and Authorizations bills continue this effort to provide a robust defense system against ballistic missiles.

Throughout his Congressional career, Todd has worked to provide pay raises for every member of the United States armed forces while rebuilding our military's capabilities. This effort has resulted in the largest increase in defense spending since the mid-1980s.

Todd understands the security of the American people is the highest possible priority for our government and does not take this responsibility lightly. He will continue to support U.S. military personnel through improved pay and benefits, restore U.S. military readiness, and boost efforts to defend the homeland from terrorism and ballistic missile attack.

Military Presence in the 4th District
The Fourth District of Kansas, which includes McConnell Air Force Base, has a rich military tradition and is home to the 22nd Air Refueling Wing of the Air Mobility Command, the 931st Air Refueling Group of the Air Force Reserve, and the 184th Air Refueling Wing and the 161st Intelligence Squadron of the Kansas Air National Guard. Todd is proud of all our troops and the support they enjoy within the Fourth District of Kansas during these difficult times.
