Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The Office of the Chief Administrative Officer, HIR Enterprise Operations is seeking a Senior Systems Engineer to serve on the Enterprise Messaging Team. This position requires an engineer to design and implement Messaging services, including Exchange, Office 365, account/content provisioning, and recovery services. This person will serve as a technical resource on the Messaging Team on issues related to the full life-cycle of activities (architect, design, build, test, deploy, operate, monitor, maintain, troubleshoot) related to various server platforms, services, and applications for the U.S. House of Representatives. This person will be responsible for sustainment of messaging operations and will function as a resource on technical projects as a member of the Enterprise Messaging Team. The position does not have day-to-day supervisory responsibilities.

Primary Responsibilities include, but are not limited to the following:

1) Responsible for engineering messaging systems on premise, hybrid and cloud-based;

2) Assists with the full life-cycle of activities (architect, design, build, test, deploy, operate, monitor, maintain, troubleshoot) related to enterprise messaging systems;

3) Ensures computer systems security issues are addressed effectively in all deployed projects;

4) Willingness and cooperation in participating in matrix managed projects;

5) Provides 2nd/3rd Tier customer assistance on messaging topics;

6) Maintains professional relationships with customers, management, colleagues, vendors, and other external organizations across the globe and delivers high-quality customer service;

7) Willingness to work on-site within DC Metro area on a diverse schedule and participate in 24x7 support;

8) Provides on-call support via mobile device 24x7;

9) Performs other official duties as assigned.


Minimum five years of related experience required. Bachelors degree preferred. Over three years of experience with engineering newer Microsoft Exchange platforms (2013/2016/Exchange Online) is required. Over three years of experience with Powershell to configure Exchange servers and manage account/mailboxes. Experience with Office 365 administration including using Powershell in O365 desired. Experience with migration and cloud adoption is desired. Experience with Proofpoint Protection Server is desired. Experience with change/incident management using Remedy desired. Demonstrated ability to effectively communicate, both orally and in writing with senior staff, information systems professionals, and non-technical users is required. Demonstrated experience in supporting 2nd or 3rd tier escalated customer support requests is required. Requires night work and on-call support via mobile device 24x7. Ability to work additional hours as necessary. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.
