Office of the Chief Administrative Officer
The Office of the Chief Administrative Officer (CAO) of the U.S. House of Representatives has an exciting executive level opportunity for a qualified professional to serve as the Director of the Office of Employee Advocacy. As an officer of the House, the CAO provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization is comprised of more than 650 technical, administrative and professional staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, customer services, child care, food and vending, procurement, logistics and administrative counsel.
The incumbent will serve as the first Director of the Office of Employee Advocacy. This newly created role will provide legal assistance, consultation, and, when applicable, representation to covered employees of the House of Representatives on relevant issues under the Congressional Accountability Act of 1995. The basis and foundation for this position was established by House Resolution 724, which passed the House of Representatives on February 6, 2018.
This non-partisan legal position requires a highly skilled and motivated professional to establish and fulfill the duties of the Office of Employee Advocacy following the parameters established by applicable law, resolution and/or regulation. Through these activities, the Director in this critical role will have the unique ability to create, maintain, and update the policies, procedures, and practices of the Office of Employee Advocacy.
In addition to the legal roles and responsibilities of the position, the incumbent will also have day-to-day executive leadership expectations over the Office of Employee Advocacy. This will include following House regulations and internal CAO procedures necessary for justifying budgets, appointing staff, and setting compensation of additional personnel required to carry out the functions of the Office.
Responsible for the development and implementation of policies and procedures governing the Office of Employee Advocacy; ensuring proper legal assistance, consultation, and, when applicable, representation to covered employees of the House of Representatives is provided, as well as, leading and guiding future staff of the Office.
Essential duties and responsibilities include the following:
• Leading the design, development, and operations of the Office of Employee Advocacy.
• Providing legal assistance and consultation to covered employees of the House under the Congressional Accountability Act of 1995 regarding the Act’s procedures, including the roles, responsibilities, and authority of various House offices in proceedings conducted under the Act.
• Providing legal assistance and representation to covered employees of the House in personal civil legal matters related to a covered employee’s initiation of or participation in proceedings under title IV of the Act (other than a civil action filed under section 408 of such Act).
• Establishing, maintaining, and operating a hotline through which covered employees of the House under the Act may contact the Office.
• Determining appropriate resourcing requirements and managing the performance of the staff within the Office of Employee Advocacy.
• Performing legal reviews of all relevant documentation and correspondence, prepare appropriate legal responses, and make timely court/legal/administrative appearances that pertain to the mandates of the Office of Employee Advocacy.
• Drafting and/or reviewing correspondence, policies and other communications as requested to assure compliance with outstanding legal requirements. Conducting legal research and analysis to stay current with legislative and policy changes pertaining to the Congressional Accountability Act.
• Undergraduate and legal degrees from an accredited college or university.
• Admitted to practice before the United States District Court for the District of Columbia.
• A minimum of ten years legal experience in representing employees in workplace discrimination cases and five years senior level executive/leadership legal experience, familiarity with federal legislative and administrative processes. Three to five years of supervisory experience, of legal staff, required.
• Ability to perform litigation activities, including negotiation, legal writing, oral advocacy and counseling.
• Extensive experience and detailed knowledge of workplace discrimination case law, precedent, and interpretation.
• Proven experience in providing thorough and sound advice and guidance to internal and external customers. Demonstrated ability to balance workload requirements, appropriately delegate and hold subordinates fully accountable.
• Knowledge of the U.S. House of Representatives’ environment, including the Congressional Accountability Act.
• Strategic thinker with proven ability to anticipate business, customer, and legal issues needing attention.
• Excellent written and oral communication skills.
• Demonstrated ability to coordinate operations and the administration of an office, including budget preparation and execution, program planning, supervision and evaluation of staff, etc.
• Ability to meet the minimum physical requirements (lifting, bending, crouching, standing, etc.) of the job. Availability to work additional hours as required.
• Successfully complete a criminal history records check, top-secret security or other applicable security clearance, and a pre-employment drug-test (pre-identified position only).
