The Technology Service Contracts provide three types of services to Member, Committee, and Leadership offices — Correspondence Management Systems (CMS), maintenance and repair, and system administration.
The Technology Service Contracts provides Member, Committee, and Leadership offices with choices among a number of vendors and more price options to fit their budget.

RFP OAM26007S - Human Resource Management System

The United States House of Representatives (USHR) operates within an extensive and multifaceted organizational framework, encompassing 441 Member offices, over 50 committees and leadership offices, and approximately 12,000 staff members across nearly 950 district offices nationwide. To effectively manage this workforce, the USHR is seeking to replace the current on-premises platform, which is slated for decommissioning in 2030, with a modern, secure, and scalable Human Resource Management System (HRMS). The proposed solution must be a cloud-based, FedRAMP-authorized SaaS platform that integrates essential HR function to include payroll, benefits administration, time and attendance tracking, and performance management. The primary goal is to optimize operational processes, improve data integrity, enhance reporting capabilities, and facilitate efficient workforce management, while ensuring compliance with federal security standards and minimizing the need for customization.
