Web Vendors

Over 500 offices of the U.S. House of Representatives maintain a website accessible by the general public. Each office manages their website independently and may elect to expend funds to hire a vendor to design and develop a site.

Any company that wants to provide web services at the House must apply to become an authorized web vendor. The Master Web Services Agreement sets out the rules for vendors providing public web services to the offices of the House.

Master Web Services Agreement

The Master Web Services Agreement is a contract between the vendor and the Office of the Chief Administrative Officer of the House (CAO), acting on behalf of the U.S. House of Representatives. The Master Agreement contains provisions that cover security requirements, technical rules, ownership of House data, management of vendor personnel, method of payment, and penalties for non-performance. In addition, the Master Web Services Agreement ensures Members and the House are protected through confidentiality, indemnification, and liability provisions.

All web vendors must go through the approval process and sign the Master Web Services Agreement to provide web services to the House.

All vendors providing web services to House offices are required to abide by the rules, regulations, and procedures of the House. The rules, regulations, and procedures of the House are not the same as the rules of the U.S. Senate or the rules of the Federal Executive Branch. Vendors must clearly understand these rules and regulations before finalizing any engagement with a House client or beginning any development work.

To start the application process, the Vendor must complete and submit the Vendor Bid Submission Form and the Non-Disclosure Agreement. Vendors may contact HIR Vendor Management staff of the Office of the Chief Administrative Officer of the House.
