Correspondence Management System (CMS) or Customer Relationship Management (CRM) packages under the Technology Services Contract must meet minimum feature requirements and provide the following capabilities: correspondence management, targeted (bulk) mailings, casework, system reports, and CMS systems administration.
All CMS/CRM packages must be hosted on either the House Cloud Services Platform on Amazon Web Services, or the House's on-premises Container Orchestration Platform. The Offeror's proposal must include a system architecture document that includes all integrations.
Offeror bids will be evaluated per the schedule listed under "Current Solicitations" at Doing Business with the House (See the Doing Business with the House page).
What is the Process?
All Offerors must successfully complete the proposal and product evaluation process before signing a contract. Additionally, for any CMS/CRM product using third-party integrations, cloud reviews will be required (see Cloud page).
Proposal Submission and Evaluation
CMS packages must be fully developed and meet all feature requirements before any proposal may be considered. The House will not assist or advise companies in the development of its software or service.
Offerors wanting to submit their CMS bid for consideration under the Technology Services Contract must submit their proposal in accordance with the requirements listed in Section L.1 of the RFP.
House contract, architectural and security personnel will review the Offerors' proposal. Proposals will be evaluated according to the following factors:
- Technical approach
- CMS/CRM architecture
- CMS/CRM environment
- Technical and management tools and
- Support model
- Management approach
- Ability to track delivery of products and services
- Method of reporting work performance
- Outsourcing plan for CMS/CRM
- Ability to respond to changing workload requirements and schedules

Feature Requirements and Product Demonstration
All CMS/CRM packages offered by the contractor must provide the features the House has designated as basic and required, as listed in Attachment J.10A Correspondence Management Systems Feature Requirements.
The Offeror will submit their CMS/CRM Package for a product demonstration to confirm required features.
Third-Party Cloud Service Reviews
All third-party cloud (off premises) integrations must undergo a cloud services review (in accordance with House Information Security Policy 17) and be authorized for use.
Post Contract Award
It is the responsibility of the Contractor to obtain customers. CMS providers awarded a contract may solicit customers and sign a Client Work Order (agreement) with a House office, with a period-of-performance end date not to exceed the current congressional session. Offices may cancel their service with a contractor at any time.
