A systems administration shall provide computer assistance and training to office staff including advice, recommendations and oversight for computer information services, and ensure compliance with IT policies of the House.
The Maintenance Service Vendor must provide technical support for equipment, including installation and configuration, training, maintenance, and repair. The Vendor will also ensure that computer systems and components are in compliance with House security provisions, including House information security policies, publications, and forms.
What is the Process?
All Offerors must successfully complete the proposal evaluation process before signing a contract.
Proposal Submission and Evaluation
Offerors wanting to submit their bid for consideration under the Technology Services Contract must submit their proposal in accordance with the requirements listed in Section L.1 of the RFP.
Proposals will be evaluated according to the following factors:
- Technical approach
- Technical and management tools
- Support model
- Management approach
- Ability to track delivery of products and services;
- Method of reporting work performance;
- Ability to respond to changing workload requirements and schedules;
- Escalation process and problem resolution;
- Effective reporting;
- Overall approach to provide offered services and support;
- Best practices; and
- Clear and simple marketing documents
- Corporate capabilities
- Contractor's organization;
- Supervisory and management staff;
- Contractor's team and qualifications;
- Training and certifications;
- Key personnel;
- Experience and qualifications; and
- Demonstrated financial stability
- Past performance
- Price
Post Contract Award
It is the responsibility of the Contractor to obtain customers. System Administration and Maintenance providers awarded a contract may solicit customers and sign a Client Work Order (agreement) with a House office, with a period-of-performance end date not to exceed the current Congressional session. Offices may cancel their service with a contractor at any time.
